A new study provides a practical framework for translating climate policy into resilient urban design, emphasizing the critical role of governance in linking regulations, institutional coordination, and building-scale outcomes. Conducted in Metro Manila, the research examines how smart urban governance can turn sustainability goals into tangible features such as green infrastructure, disaster risk reduction measures, and adaptive spaces.

Rapid urbanization worldwide is intensifying pressures on land, infrastructure, and environmental quality, while dense urban districts face heightened risks from flooding, heat stress, and pollution. In Metro Manila, these challenges are compounded by fragmented governance and the difficulty of implementing climate policies at the project level. The study, published in City and Built Environment (DOI: 10.1007/s44213-026-00068-9), investigates how governance mechanisms manifest in architectural design across selected developments in Pasig City and Makati City.

Professor Dina Cartagena Magnaye from the University of the Philippines School of Urban and Regional Planning led the qualitative multiple-case study, analyzing a high-rise residential condominium, a commercial and office development, and a mixed-use project. Data collection included policy reviews, interviews, and on-site observations. The analysis spanned three levels: macro (policy and institutions), meso (institutional coordination), and micro (design and development). The study applied four phases of community adaptation—fortification, accommodation, retreat, and clean-up—as a lens for evaluating climate responses.

Findings reveal that smart urban governance is most effective when inter-agency coordination, regulatory coherence, and stakeholder participation converge. In Pasig City, residential development prioritized safety, social cohesion, open space, and natural ventilation. In Makati City, commercial and office projects emphasized green architecture, energy efficiency, and disaster preparedness. Mixed-use development integrated environmental management, mobility, and occupant comfort. Across all cases, policies translated into visible design features like green infrastructure, flood- and seismic-risk measures, passive cooling, and adaptive configurations.

The authors stress that climate resilience cannot be achieved by policy or design alone but depends on everyday connections among planners, regulators, developers, local governments, and communities. Smart urban governance should be seen as a coordination model that helps cities translate climate goals into practical design decisions. For dense, risk-prone cities like Metro Manila, this means aligning building codes, land-use planning, environmental safeguards, and community needs before construction begins.

The findings offer guidance for policymakers, urban planners, architects, developers, and local governments in rapidly urbanizing regions. The study suggests that building-scale projects can serve as platforms for climate adaptation when supported by coherent regulation and participatory planning. For Metro Manila and other Southeast Asian cities, the proposed framework can help evaluate whether developments are not only compliant but also aligned with resilience and public well-being. Future research could extend the framework to other metropolitan regions using quantitative or mixed-method approaches.
