The Families Rights Matter² (FRM²) initiative, based in Kansas City, Kansas, is urging lawmakers to sponsor the Families Rights Matter² Act, a first-in-the-nation reform designed to give families the legal tools to intervene during a loved one's mental health crisis.
The Clancy case exposed critical failures in the current system. Despite clear warning signs, such as postpartum psychosis and suicidal ideation, families often lack the information and legal standing to act. The FRM² Act aims to close these gaps by establishing standardized Crisis Safety Planning, which includes several key components.
One such component is Crisis Circle Notification, which creates a required communication chain to alert families when danger signs appear. Another is the Family Voice Requirement, ensuring that providers document and act on family concerns. Additionally, the act introduces HIPAA-FERPA Crisis Standards, creating a safe harbor for emergency information sharing during mental health emergencies. Finally, Child Danger Protocols would establish a legal trigger requiring safety planning when a parent shows signs of crisis.
“We honor the memory of Cora, Dawson, and Callan by fighting for a system that chooses communication over silence and protection over tragedy,” said a spokesperson for FRM². The initiative emphasizes that prayer must be met with purpose, and the act represents a concrete step toward preventing future tragedies.
The FRM² initiative is dedicated to protecting families during mental health crises by establishing legally recognized Family Crisis Rights. It introduces the Crisis Circle, the HIPAA-FERPA Crisis Standard, and mandatory family voice inclusion to ensure families are informed, heard, and protected.
